Abstract

The current era demands a change in the legal climate, along with the increasingly innovative patterns of people's legal behavior and on the other hand the legal system used by each country always leads to relativity, meaning that in responding to this innovation and relativity, it is not only focused on the central legal system but also oriented towards the combination legal system. This reality is greatly influenced by the development of legal politics itself. changing the national legal system of Indonesia, both the Common Law (Anglo Saxon) legal system and the Civil Law (Continental Europe) legal system including Indonesia. The culture of forming regulations and legislation is a legal political attitude that develops and applies substantially, so that in developing the legal culture of society, a directed and measurable strategy is needed through the formulation of policies and strategies for cultivating law and efforts to develop legal culture. In realizing these basic principles. This research is important to be carried out considering the natural conditions and diversity of community traditions that are quite colorful in the construction of national law, the aim is to explore the culture which is the basic principles of Indonesian society. On the other hand, this study aims to conduct a socio-juridical study of the behavior of social life of society that is obeyed and complied with (Living Law) as a value, norm, and moral that applies in life together in society. Then from the results of this study, the output is recommended to the authorized institution so that in forming national law it is guided by culture (Living Law). The target is for society to legitimize the new law which is able to provide a sense of justice, welfare, and supremacy of law fairly and evenly.
